A Tribute to Marius St. Rose – Chairman of LUCELEC (1998–2009)

We honour the life and legacy of Mr. Marius St. Rose, a man whose leadership and unwavering commitment left an indelible mark on LUCELEC and on all who had the privilege of working alongside him.

Mr. St. Rose joined the Board of Directors of LUCELEC in July 1996 and served as Chairman from 1998 until his retirement in December 2009. Over those years, he guided our Company through some of our most transformative milestones, with a steady hand and a clear vision. His understanding of the roles and responsibilities within our Company, between the Board, our Committees, Management, and staff, was profound. His respect for those boundaries helped foster a culture of trust and collaboration.

Under his chairmanship, LUCELEC saw remarkable progress. In 1998, the commissioning of three new diesel generators added 27.9 MW of new capacity, laying a solid foundation for reliable power generation. Our Company sharpened its focus on fuel efficiency, reducing line losses, and enhancing service quality—aligning with national performance expectations.

In 1999, LUCELEC replaced 1,600 poles and constructed 58 miles of new lines across the island, strengthening the infrastructure that powers local communities. By 2000, the System Control Department was coordinating operations across major power stations and substations, managing over 1,000 miles of overhead lines. That same year, the LUCELEC Review Commission was appointed, and Mr. St. Rose welcomed its recommendations, recognizing their value in improving customer satisfaction and reinforcing our image as a responsible corporate citizen.

During Mr. St. Rose’s tenure, our company demonstrated consistent growth and stability. LUCELEC maintained strong performance indicators, upheld a healthy dividend payout tradition, and delivered increasing value to its shareholders. These achievements reflected our Company’s robust operations and strategic direction under his chairmanship.

In 2003, LUCELEC began trading on the Eastern Caribbean Securities Exchange—a milestone Mr. St. Rose proudly described as the fulfillment of a promise made nearly a decade earlier. He also noted that LUCELEC’s electricity rates were the lowest in the Eastern Caribbean, a testament to our Company’s efficiency and commitment to our customers.

Between 2004 and 2007, LUCELEC completed the first stage of our feeder monitoring program, enabling more effective power monitoring and strategic investment in system loss reduction. In 2008, the Generation Department upgraded its Distributed Computerized Control System and completed the installation of two bulk fuel tanks at our Cul De Sac Power Station.

In 2009, our Company launched a Fuel Hedging Pilot Program to mitigate volatility in fuel prices—another forward-thinking initiative championed during Mr. St. Rose’s tenure.

After stepping down as Chairman, Mr. St. Rose continued to serve the region as a member of the CariCRIS Rating Committee, always maintaining his integrity by recusing himself from LUCELEC-related decisions.

Mr. Marius St. Rose was more than a Chairman. He was a mentor, a visionary and a gentleman. His legacy is etched not only in the achievements of LUCELEC but in the hearts of those who knew him. We remember him with gratitude and admiration, and we celebrate a life well lived—a life that made a difference.
