A New Era for LUCELEC

Dear Team,

Serving our country with critical energy infrastructure and services is a privilege that all of us at LUCELEC take great pride in and are honored to be a part of each day and we are thankful for having been entrusted with this responsibility.

I am pleased to share with you our strategic plan that intends to guide the decisions and investments LUCELEC makes to create greater value for its stakeholders from now through 2035. There are critical operational activities that are not included in our strategy, like customer service and day-to-day grid maintenance. Such activities are foundational and will be continued with the same level of excellence our customers have come to expect. As important as these operational activities are, we believe only incremental improvement is cost-effective compared to the value the company can create by focusing new investment elsewhere.

One thing you will notice from our strategic business plan is that we continue to affirm that our success as a utility hinges on the success of the country. Our growth is a direct result of the island’s economic growth. The transition towards more renewable energy sources is an opportunity to decrease rates in the medium-term and import less fossil fuel, thereby keeping more generation revenue right here in St. Lucia.

We have engaged the community as part of our strategic planning process to benefit from feedback and to start fruitful conversations about where LUCELEC can better collaborate with others to address needs of our country. Through this engagement we have identified key issues, including economic development, education system strengthening, internet accessibility, and energy efficiency, that we are excited to explore with government, the business community, and other partners. This exploration is not charity, rather it is continued acknowledgement of how intertwined the success of the country and LUCELEC really are.

We have heard from many stakeholders that LUCELEC needs to do more to be proactive; we completely agree. Our strategy calls for bold evolution of our culture from one that is risk adverse in service of high reliability to one that ambitiously leverages a legacy of reliability to seek out and deliver new and greater value to our customers.

While we are confident in the strategic direction the plan outlines based on the realities and trends of today, we will remain open- minded and agile when parts of the plan need adjustment, just as we have during our collective fight against the COVID-19 pandemic.

As you review our strategic business plan, we invite you to reach out with questions, comments, or ideas. We look forward to continuing the conversation as we work together towards the success of St. Lucia.

Warm Regards,

Trevor Louisy
